CARE Program Development and Quality Officer
Location: Iraq - Based in the Kurdistan Region of Iraq (KRI), Dohuk

Background
CARE International (CI) is among the world’s largest international non-governmental humanitarian relief and development organisations. Drawing on its 70 years of experience as both a practitioner and thought leader, CARE International operates in more than 80 countries worldwide, responding to disasters and fighting poverty and social injustice with long term development programs. CARE International, through the confederation, is working to deliver on CARE 2020 Program Strategy goals, assuring standards and quality implementation and program delivery, as well as influencing policy at global, national and local levels.
CARE’s humanitarian mandate states that: responding to humanitarian emergencies is an essential part of CARE’s work to fight poverty and injustice. CARE’s humanitarian mandate is central to our CARE International-wide Global Program Strategy endorsed by all members of CARE International’s Board.
Role/purpose:
Under the line management of the Head of Program (HoP), the Program Quality and Development Officer, in close cooperation with the Project Managers, Sector Specialists, and HQ Desk Officer, will
- Provide effective leadership, management and technical oversight to the Program Quality (PQ) team and associated MEAL and gender-related activities of CARE and partners.
- Participate in conceptualising and designing high impact and cost effective projects.
- Support the development of timely and high quality internal and donor reports and strategy documents.
Key areas of accountability:
1. Proposal and strategy development (30%).
- Contribute to, and where required, coordinate the development of humanitarian and transitional project proposals, including narrative proposal writing, budgets, logframes and implementation plans.
- Contribute to the revision of CARE Iraq’s program strategy.
- Coordinate with project partners, local authorities, UN and INGO peers on humanitarian needs and support gaps to inform proposal and strategy development.
- Coordinate with CARE International Lead Members and CARE Emergencies Group (CEG) in identifying and pursuing funding opportunities.
2. Program quality (35%).
- Ensure technical oversight of CARE’s PQ team, and set the direction of CARE’s PQ activities by prioritising and organising actions and resources.
- Strengthen CARE’s programming in relation to gender, ensuring minimum standards for Mainstreaming Gender Equality into Programming and key Gender in Emergencies considerations are being implemented.
- Review and provide input into the improvement of existing data reporting, MEAL and information management systems for both internal (CARE and partners) and external use on project progress and impact.
- Support CARE and partner MEAL staff to provide timely and accurate data for reporting.
- Ensure that the findings of project & program evaluations, assessments and surveys are incorporated into ongoing program planning and implementation.
- Support CARE and partner staff to ensure accountability to beneficiaries in Iraq, ensuring CARE meets relevant international relief and development standards (e.g. Gender in Emergencies, Humanitarian Accountability Framework, Core Humanitarian Standards and SPHERE).
- Work closely with the Country Representative, Head of Programs, Finance and Administration Manager and Desk Officers in relevant CARE Lead Members, in order to strengthen linkages and information provision.
3. Donor and internal reporting (20%).
- Contribute to, and where required, coordinate the timely production of high quality donor and internal reports, including liaising with the Head of Programs, project managers, gender and MEAL staff to ensure accurate and timely information provision.
- Review and revise donor and internal reports for coherence and consistency, and adherence to donor and CARE Lead Member reporting requirements.
4. Coordination (5%)
- Attend UN emergency cluster and other inter-agency coordination meetings and provide timely reporting back to CARE.
5. Management of staff (10%)
- Provide day-to-day management of the Program Quality team (2x MEAL officers, 1x Gender & Protection officer), ensuring monitoring of activity progress, quality of PQ inputs to programs and quality of outputs (reports, databases, communications within CARE Iraq and CARE International, and externally).
- Undertake appropriate performance management responsibilities for the Program Quality team including objective setting, review of activity progress against work plans and performance appraisals.
- Undertake relevant capacity building activities for CARE and partner PQ staff, with particular adherence to CARE policies and procedures on gender, protection and MEAL and how they can be applied to program activities.
Requirements:
- A good understanding and experience in the application of international relief and development standards and principles (e.g. Minimum Standards for Mainstreaming Gender Equality into Programming, CARE’s Gender in Emergencies and Humanitarian Accountability Framework, Core Humanitarian Standards, SPHERE, Do No Harm), particularly in relation to gender, protection and MEAL.
- Skills/Experience in implementation of humanitarian & development MEAL activities, the development and application of MEAL frameworks, and the development of and reporting on project objectives, outputs and indicators.
- Skills/Experience in information management, such as maintenance of project & beneficiary databases, ActivityInfo and Cluster 4Ws reporting and other project data.
- Skills/Experience in gender and protection programming, including implementation of key Gender in Emergencies activities (Gender Action Plan, Rapid Gender Assessments, sector-based gender activities, referral mechanisms)
- Skills/Experience in proposal writing and strategy development
- Knowledge experience in implementing cash programming
