Assistant Expert (Projektmanager/in mit Schwerpunkt Kommunikation) UNIDO (United Nations Industrial Development Organization) im Investment and Technology Promotion Office Germany (ITPO Germany) in Bonn

Das deutsche UNIDO Büro für Investitionsförderung und Technologietransfer (UNIDO ITPO Germany) wurde im Mai 2017 von Bundesminister Dr. Müller gemeinsam mit dem Generaldirektor der UNIDO, Li Yong auf dem UN-Campus in Bonn eröffnet. Das Büro fungiert als verlässlicher Partner für die Privatwirtschaft mit dem Auftrag, Investitionen zu fördern und nachhaltige Technologien aus Deutschland in Entwicklungs- und Schwellenländer zu transferieren. Die Basis für die Einrichtung ist ein Abkommen zwischen der UNIDO und dem Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ).

UNIDO ITPO Germany ist Teil des weltweiten UNIDO-Netzwerks von 47 Regional- und Länderbüros sowie 9 ITPOs. Die UNIDO hat bereits ITPO-Büros in Bahrain, China, Italien, Japan, Südkorea, Nigeria und Russland.  Das Büro unterstützt die Erreichung der Ziele der UNIDO. Hierzu gehört, industrielle Entwicklung für die Armutsbekämpfung, eine integrative Globalisierung und ökologische Nachhaltigkeit zu fördern.

Ansässig auf dem UN-Campus in Bonn kooperiert ITPO Germany auch mit anderen UN Organisationen in der Arbeit für eine nachhaltige Zukunft ("Shaping a Sustainable Future").

Organizational Context
UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
Within the Technical Cooperation services, the Investment Promotion Division in the Department of Trade, Investment and Innovation is responsible for overseeing UNIDO’s international network of Investment and Technology Promotion Offices (ITPOs) including ITPO Germany. The ITPOs offer value-added services throughout the entire investment promotion cycle from identification of partners to ensuring the viability of projects. The ITPOs further complement UNIDO’s capacity building activities by mobilizing financial and technological resources to scale up development impact.

Under the overall guidance of the ITPO coordinator (project manager/allotment holder) and the direct supervision of the Head of ITPO Germany, the Investment and Technology Promotion Expert shall assist the Head in carrying out the vision and work programme of the Office in order to further the agenda of assisting developing countries in their industrialization efforts through promotion of foreign investment and transfer of technology. In particular, ITPO Germany shall promote the outward flow of investment and technology from Germany to developing countries.
The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters.

Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

Under the direct supervision of the Head of ITPO Germany, the Assistant Expert will be responsible and is expected to perform on a cross-functional or cross sectoral level the following tasks to achieve the results of the office:

  • Support the communication strategy and assist in elaborating a continuing work plan for the implementation including refining the strategy and the communication objectives, identifying key communication methods and tools, draft key messages and setting indicators to measure outreach;
  • Work closely with the ITPO Germany Professional Staff and the UNIDO Advocacy and Media Relations (AMR) Division on communication initiatives and messaging;
  • Provide substantive project management support to the ongoing projects of the Head of the ITPO and the Professional team;
  • Design communication materials and tools for ITPO Germany in alignment with UNIDO Communication Guidelines and in cooperation and collaboration with the ITPO Germany Professional Staff, UNIDO AMR Division and external service providers;
  • Contribute to creating high quality media and multimedia content; communicate results and impacts of ITPO Germany’s activities through impact storytelling;
  • Make proposals for the preparation of promotional material for meetings, events, exhibitions and investment forums;
  • Compile and prepare reference material and information from various sources for meetings, events, exhibitions, study tours and investment forums;
  • Schedule a social media plan for selected communication channels (Twitter, Facebook, LinkedIn, etc.), manage and provide content for the social media channels;
  • Further develop and maintain the ITPO Germany web presence in collaboration with external service providers;
  • Draft press releases as required (English/German);
  • Support the Head of ITPO and Professional team with any other tasks related to communication and ITPO Germany projects as deemed necessary;
  • Perform other related duties and assignments as required by the Head of ITPO Germany and his deputies.

Minimum Requirements

Education
University degree (Master's or equivalent degree) in communications, journalism international relations, international development or related area.

Languages
Fluency in English and German are required. Working knowledge of another UN language is an asset.

Field of Expertise
At least (one) 1 year of relevant working experience in communications and media relations; including coordination and networking with national and international media outlets, promotion through web, social media and other channels. Experience with UN agencies or in international development cooperation agencies (including through internships) is an asset.

Professional communication skills, including social media and other media skills, plus strong interpersonal skills.

Outstanding writing, headline-writing, re-writing and editing skills both in English and German language.

Ability to research and analyse information, write in a clear and concise manner.

Ability to work effectively in multi-cultural teams.

NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.
