Assistant Project Manager for Rehabilitation and Emergency Response Projects in Syria
Description of position:
The Assistant Project Manager for Syria will be responsible for assisting the management and control of all projects of Help in Syria such as advised and supervised by Help's Country Director (Project Manager).

Help office Amman, Jordan (with frequent travelling to Damascus depending on security situation)

Help is a German non-governmental humanitarian aid organisation. Help was founded in 1981 after the wake of the war in Afghanistan and the hereby caused refugee crisis. Until today Help has continuously extended its humanitarian work to other countries. Aid is given regardless of ethnics, creed or nationality of the recipients without adverse distinction of any kind.
In Syria, Help has been present since 2008, first for the support of Iraqi refugees, and since 2011 in various humanitarian aid projects in the WASH, education and medical sectors for the Syrian population suffering from the continuous armed conflict in the country. Help has offices in Damascus and in Amman and the access to the project areas is possible, though restricted at times.
Help’s projects in Syria are financed by the German Foreign Office, the German Ministry of Development, ECHO, OCHA/ERF and UNICEF.
Description of position:
The Assistant Project Manager for Syria will be responsible for assisting the Program Management in the conception, planning, scheduling and implementation of projects from the commencement of works till handing over to the owners in full compliance with Helps and the donors' expectations / rules and regulations. He/she will report to the Country Director.
Breakdown of tasks:
- Detailed planning, supervision and control of project implementation according to project proposals, Donor Agreements incl. logframes, and Project Plans such as approved by the local authorities concerned.
- Continuous follow-up and field-supervison of all project activities in Syria with local partners, national authorities, International Organizations and Sector Clusters, contractors and with other relevant organizations.
- Preparation of reports according to Help, donor and local partner standards.
- Implementation of tender procedures according to Syrian national as well as to Help and Donor standards, rules and regulations.
- Coordination with Helps Financial and Administrative Management for the projects.
- Coordination with all locally relevant organizations in case that during implementation major problems may arise or disagreements occur, and search for joint solution and action.
- Identification of new projects needs and/or opportunities and contribution to the preparation of needs assessments and project proposals to various donors.
- Supervising of local personnel in coordination with the Country Director (Project Manager).
- The position has no Program- and no Project Management decision making responsibilities.
Academic Qualifications, Required Competencies & Knowledge:
- University degree, preferably in a technical subject or sound and long term experience within construction and water engineering projects, confirmed technical knowledge and applied skills in the fields of engineering in emergencies.
- Excellent knowledge of and experience in the development and implementation of complex projects in difficult environments through all project phases.
- Experience in the implementation of projects financed by the German Foreign Office, the German Ministry of Economic Development (BMZ), ECHO, OCHA/ERF or other donors.
- Thorough understanding of the process of tendering, contracting and contract administration.
- Analytical ability to anticipate difficulties that have major/serious implications. Experienced in the application of PCM, Rapid Action, Risk Assessment and –management.
- Experience of working in active war regions and ability to live and work under challenging circumstances.
- Proven experience in working in multi-cultural teams and working environments.
- Fluency (written and verbal) in the English and/or German languages, fluency in Arabic would be an asset.
