International Team Leader (F/M), 100% based in Bishkek, Kyrgyzstan


The recruitment is subject to the successful acceptance by the State secretariat for Economic Affairs (SECO) of the Helvetas offer.

SECO has tendered the Sustainable Winter Tourism Development Project in Kyrgyzstan covering a period of ten years with a pilot phase of two years 2019-2020. The overall objective of the project is to develop a sustainable and competitive winter tourism value chain focusing on two main outcomes: Skill development (supporting micro, small and medium sized enterprises and local population involved in winter tourism) as well as favourable framework conditions (facilitating business environment and coordination mechanisms between private and public actors).


MAIN TASKS

Your main responsibility is to lead the overall management of the project through high quality project implementation, including administrative and financial supervision and coordination with partners and stakeholders. You will provide high quality strategic steering and technical support and coordination through trainings/workshops and continuous informal coaching and advice. You will also ensure the development and strengthening the monitoring system, as well as knowledge management for steering, accountability and learning. Your tasks in administrative and financial supervision will ensure that the project complies with organisational administrative requirements and procedures, including financial risk management and monitoring, time registration, reporting and controlling needs, preparation of financial statements with partners and other relevant requirements for a successful project implementation.
You will ensure cooperation and coordination with other projects supported by Helvetas within the country. You will foster a value chain/ MSD approach of the project in winter tourism.

YOUR QUALIFICATIONS

  • Academic degree (Master or equivalent) in economics, development studies or related social science (tourism or hospitality management) or relevant higher education and professional training for the position.
  • Strong knowledge and experience in value chain development/Market System Development, business enabling environment, Winter tourism sector/sustainable tourism, sustainability issues and skills/ capacity development.
  • Professional experience in central Asia (preferably in Kyrgyzstan) with a good understanding of the socio-economic situation of this region.
  • Practical experience in tourism industry. Winter tourism would be an asset.
  • Strong expertise and at least 8 years of experience in facilitating and coordinating interventions of comparable size of project as well as in managerial skills, including result-oriented management, strategic planning, human resources management, and financial management skills.
  • Strong experience in conducting strategic planning and project management cycle (incl. working with results frameworks).
  • Proven ability to identify and facilitate systemic changes as well as capacity for strategic interaction at the inter-organizational level to build network of allies / partners / services.
  • Advanced comprehension of and contacts to Swiss expert institutions and networks.
  • Leadership and ability to lead multidisciplinary teams, communication skills.
  • Strong experience in steering and mentoring, capacity to anticipate issues and identify forward-looking solutions.
  • Strong interpersonal, intercultural and communication skills.
  • Excellent English language capacities. Speaking Russian is a strong asset.
