Malteser International is the worldwide relief agency of the Sovereign Order of Malta for humanitarian aid. Its mission is not only to provide emergency relief, but also to implement rehabilitation measures and to facilitate the link between emergency relief and sustainable development.
Since September 2017, Malteser International is operational in Bangladesh, mainly through a local partner organisation. Malteser Internationals activities are targeting health and nutrition support to the refugees fleeing violence in Myanmar and since then living in refugee camps in Cox Bazar. Currently, the health program includes basic health care services, psycho-social care and nutrition support in two health facilities in Cox Bazar.
In order to support our partner organization in Cox Bazar and Dhaka, Bangladesh, Malteser International is looking for a
Partner Program Coordinator
As Partner Program Coordinator you will support and advise the partner organization in the planning and implementation of the health, nutrition and psycho-social support project ensuring and maintaining compliance with Malteser International and donor procedures, standards as well as rules & regulations. You will work closely with the partner organisation and guide the advisory team of Malteser International, currently consisting of the Partner Program Administrator and the Health & Nutrition Coordinator.
Responsibilities:
- Joint planning and design of current and future project activities including preparation of proposals, logframes and budgets with local partner organization, including problem solving and donor reporting
- Assist and provide theoretical and on-the-job training and coaching to relevant staff of the partner organisation in project cycle management, application of humanitarian standards and principles and establishment of a functional internal control framework to meet requirements of the donor and principles of transparency and accountability
- Support the partner organisation in consolidating multiple donor projects into a program approach, including establishing functional management and administrative tools
- Support the partner organisation in the evaluation of the ongoing project and the assessment and planning of future implementations
- Coordinate closely with national, local and international actors and participate actively in technical sectors and working groups, mainly in Cox´s Bazar
- Support and advise the partner organisation in the development of their income generating activities
- Represent Malteser International towards local communities, authorities, donors, UN agencies and other international and humanitarian organisations in a professional manner
Qualifications:
- Minimum 5 years overseas experience in a senior management position in humanitarian assistance and/or development programs; academic degree in a related field
- Minimum 5 years experience in direct partner program consulting / advisory positions, preferably in in South- Asia
- Proven experience in conflict sensitive programming and implementation, preferably in camp settings
- In depth knowledge of international standards for humanitarian programs and experience in the implementation of trainings
- Strong international project management skills and experience including project proposal development, logical framework, monitoring and report writing
- Proven communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities and donors
- Fluency in English (written and spoken), German and Bangla would be an asset
Conditions:
- Start date: as soon as possible, preferably by April 2018
- Duty Station: Cox Bazar with regular travel to Dhaka, Bangladesh
- Duration of contract: 6 months (extension probable, subject to additional donor funding approvals)
- Salary according to qualification and experience, insurance package, accommodation in team apartment
