Project description

The aim of the project is to support the implementation of the GIZ programme ‘Modernization of Local Public Services’ (MLPS). Focus lies on the improvement of local public services in the priority sectors i) water supply and sanitation, ii) solid waste management, iii) energy efficiency in public buildings and rehabilitation, iv) and maintenance of regional and local roads in rural areas.

The task of the consultants is to support the implementation of GIZ MLPS with a pool of national and international experts who can provide technical expertise and consultancy services defined by individual ToRs on short-term basis in a needs-based and results-oriented manner.

Job Description

The international team leader/pool coordinator will work on an intermittent basis and carry out missions to Moldova. 

  • The tasks of the international team leader/pool coordinator include the following:
  • Responsibility for the overall (technical and administrative) management of the pool of experts;
  • Serve as focal point of the consulting mission;
  • Support of the MLPS intervention area coordinators in integrating the consultancy missions provided by the pool of experts in the overall planning and implementation of the project;
  • Planning, coordination and management, monitoring and quality assurance of the individual consultancy missions provided by the pool of experts;
  • Identification of additional short-term experts not provided by the existing pool if necessary;
  • Documentation and evaluation of the experiences and findings of the short-term missions, support to GIZ monitoring and knowledge management;
  • Technical and financial reporting on the overall assignment’s progress to GIZ/MLPS;
  • Contribute to the MLPS reporting to the commissioning authorities, partners and other donors;
  • Provision of advice to the experts, team leader and GIZ/MLPS project team on relevant legislation and regulations concerning the planning and implementation of short-term missions; and
  • Provision of consultancy services in the areas of local and regional governance, investment planning and programming, project development (technical and financial), operation and management of local public service delivery and infrastructure based on individually agreed assignments with the GIZ project manager (this may specifically apply to the WSS sector).

Qualifications

  • Master Degree or equivalent in one of the following areas: Public policy, business administration, economics, engineering (e.g. WSS, EE, SWM), regional planning, public administration;
  • Minimum 10 years experience in relevant areas related to the tasks described above;
  • Minimum 5 years work experience in countries of the Commonwealth of Independent States, eastern or south-eastern Europe;
  • Minimum 5 years experience in management and leading international teams in the related context;
  • Application of the Capacity WORKS management model is an integral component of the contract and therefore forms part of the Terms of Reference. In the technical assessment of the offers, emphasis is placed on ensuring that Capacity WORKS has been adequately taken into account. It is important that the relevant personnel are certified trained or undergo training with a GIZ-accredited provider before the start of the project;
  • Excellent organizational, management and communication skills;
  • Strong analytical, writing and reporting skills;
  • Strong advisory skills;
  • Expertise in the area of WSS project implementation is considered an asset;
  • Fluent English (verbal and written) is considered as a pre-condition
  • German and/or Romanian or Russian language skills is considered an asset;
