The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organizations within the Movement.
GRC is currently seeking a Project Manager Organization Development to support the Libyan Red Crescent Society (LRCS) help vulnerable people within Libya and strengthen their organizational development process. The delegate will work in close cooperation with the ICRC delegation for Libya currently based in Tunis.
Duration: 18 month starting on the 1.1.2017
Location: Tunis, Tunisian Republic. Depending on the security situation required to conduct visits to and/or residency in Libya.
Responsibilities and Tasks:
Responsibilities
The delegate will support the LRCS management in the assessment and implementation of Organization development (OD) initiatives.
Main tasks
The delegate will provide technical support and advice in collaboration with ICRC and IFRC as required, with a view to strengthening the capacities listed below, taking into consideration the Organisational Capacity Assessment and Certification of National Societies(OCAC) and Safer Access Framework (SAF) assessment findings.
Finance management
- Development and implementation of goals, policies, priorities, and procedures relating to effective financial management, budget, accounting, timekeeping, inventory, property and payroll
- Financial Capacity Assessment and implementation of outcomes of this process
- Installation of new finance management systems and development of procedures to improve existing systems
- Capacity building of finance staff in application of new tools and methods
- Establishment of annual audits at HQ and branch level
- Establishment of an efficient and transparent internal and external financial reporting system
Human Resources (HR)
- Assessment of HR management and putting in place of a workable organizational structure and a restructuring process, as necessary and appropriate
- Review of the existing policies, application and possible improvements thereof
- Development of additional needed policies
- Enhancement of the following functions of the HR department:
- recruiting and staffing
- performance management and improvement systems
- employment and compliance to regulatory concerns regarding employees
- staff development and training based on needs assessment
- team building initiatives
- compensation and benefits administration
- security, welfare, and health
Logistics management
- In close coordination with the ICRC Logistics department, work towards the development and implementation of goals, policies, priorities, and procedures related to logistics management and stock management
- Work on the installation of new logistics management systems and develops procedures to improve existing systems
- Work towards building the competence of Logistics staff in the application of new tools and methods
- Establish transparent internal and external financial procurement and reporting systems
Volunteer management
- Development of a strategic plan for volunteer development, in coordination with the LRCS HQ and branches and in liaison with the National society’s strategic objectives, as well as a branch-level Volunteer Management System
- Gap analysis to determine organizational needs for various youth and volunteer services and development of participative programmes aimed at strengthening the youth and volunteers to participate in the delivery of humanitarian services
- Development, update and dissemination of national volunteer policy and guidelines outlining their recruitment and selection, deployment, training and development in order to achieve a self-sustaining network of volunteers to participate regularly in the activities of the National society countrywide
- Enhancement of the communication links between the National Headquarters and the branches as relates to all management aspects, especially branch functioning and volunteer management
Internal & external communication and coordination
- Identification of gaps in functioning of internal communication between HQ and branches and implementation of measures to improve this
- Identification of partnership opportunities with Movement partners
- Support LRCS to identify sustainable fund-raising possibilities at branch levels
Required skills:
- At least 10 years of experience in international cooperation
- Experience in working with local partners; preferably within the RCRC movement
- Technical expertise in Organizational Development and Capacity building with partners
- Experience in operational response management and project management
- Excellent communication skills, problem-solving skills and intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner
- Previous experience of working for the Red Cross / Red Crescent Movement
- Willingness to work in a complex and dynamic environment
- Awareness and acceptance of the risks associated with this mission
- Oral and written fluency in English is a requirement
- Arabic is a strong asset; French would be an asset
- Ability to work independently and as a team member
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
- Ability to work effectively in multi-cultural environments
- Excellent physical and mental health with the ability to complete a thorough medical screening process
GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. Depending on the post specific situation we either provide you with an accommodation or a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight within a 12-month period of assignment and medical check-ups before and after your mission.
