The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.
GRC is currently seeking a Project Manager for Food Security/Livelihood
The project will be implemented in Atsimo Atsinanana region in Madagascar. The focus of the project is on food security, agriculture, livelihood, WatSan and strengthening community structures.
Duration: starting January 2017 for 12 months with the possibility of extension
Location: Farafangana, Madagascar
Responsibilities and Tasks:
- Comprehensive project management covering food security/ agricultural, livelihood and WatSan activities, finance and administration management
- Project implementation in close cooperation with the partner, the Malagasy Red Cross Society (CRM)
- Training and capacity building of CRM staff in general project and finance management, donor regulations and food security / community mobilization
- Monitoring of budget, finances, procurement and administration according to GRC and grant regulations
- Narrative and financial reporting, both for German RC and for the donor, the Federal Ministry for Economic Cooperation and Development (BMZ)
- Liaise and maintain a close working relationship with different government departments, NGOs and civil society on behalf of GRC, when appropriate, to ensure a smooth linkage between German RC, CRM, and other organisations on project related matters
Required Skills:
- Profound working experience in the field of rural development, agriculture, livelihood and capacity building (preferably in the region)
- Profound understanding of building resilience in rural communities
- Experience in implementing and managing donor funded projects (BMZ experience will be an asset)
- Strong project management skills, particularly PCM and participatory methods
- Good interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences
- Excellent networking skills
- Readiness to work in remote areas and to travel a lot
- Ability to work independently and as a team member
- Ability and agreement to adhere to the Red Cross Red Crescent
- Readiness to go on assignment without partner
- Oral and written fluency in English, any additional language is of advantage
- Ability to work effectively in multi-cultural environments
- Excellent physical and mental health with the ability to complete a thorough medical screening process
GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. Depending on the post specific situation we either provide you with an accommodation or a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is as well covering a home flight withing a 12-month period of assignment and medical check-ups before and after your mission.
