Emergency Project Officer (Bensheim)

Contract Start: As soon as possible

 

Objective

Reporting to the Emergency Response Unit (ERU) Programme Manager, the incumbent of the position will support the implementation, monitoring and evaluation of CBM’s emergency responses in allocated countries. S/he will support the development of post-emergency programme strategies, including project proposals for specific donors. S/he will supervise and manage the local Emergency Response Teams (ERTs), working in close cooperation with country and regional offices ensuring sharing of information and regular updates.

Main tasks

 

Programme Management

  • Develop terms of reference and coordinate evaluation of emergency responses

  • Develop, in close collaboration with the ERTs in respective countries, a monitoring matrix to see the progress of activities and recommend revisions and adjustments to project activities in order to achieve the desired results

  • Carry out physical monitoring and support visits to allocated emergency responses as needed

  • Lead the development of post emergency programme strategy and subsequent recovery projects in allocated countries, in collaboration with ERTs and CBM Country Office(s)

Administration and Finance

  • Support, in close collaboration with the ERU International Office Coordinator, MS Dynamics NAV related tasks for the respective emergencies

  • Monitor the utilisation of funds as per the agreed budget plans and propose any needed revisions

  • Support the development of clear terms of reference for project financial audits and ensure that they are carried out by project partners

Communication and reporting

  • Coordinate and prepare timely reports (narrative, financial and communication aspects) from allocated response projects in order to facilitate internal and external reporting including three month after, six month after and annual reports

  • Ensure, in collaboration with ERU and ERTs, that communication products such as human interest stories, pictures, videos, publications are produced and shared in a timely manner

  • Facilitate visits of communication professionals to facilitate information gathering

Capacity development

  • Coach/support the ERTs in allocated emergencies responses on disability inclusion in humanitarian action

  • Identify needs for expert/ advisory visits to allocated countries in order to support the partners in project implementation in the identified technical areas

  • Together with the Health, Safety & Security team monitor risks and set up appropriate measures and procedures in allocated countries

Professional Profile and Requirements

  • University degree in social sciences, development studies or related field

  • Minimum of 5 years’ experience in project management with focus on emergency response management or coordination

  • Minimum of 5 years’ experience in project budgeting and planning

  • Extent of experience in conflict affected/crisis situations

  • Illustrated project experience on mainstreaming issues such as disability, gender and/or age

  • Excellent project proposal development skills for institutional donors

  • Valid work permit for EU/ Schengen countries
