ABOUT INTERNATIONALER NATURERBE FONDS – LEGACY LANDSCAPES FUND
The Federal Ministry for Economic Cooperation and Development of the Federal Republic of Germany (“BMZ”), and KfW Development Bank ("KfW"), together with philanthropic and other international donors, will establish a pilot financing partnership with the objective to secure core financing of one million USD per year for up to 30 so called legacy landscapes (by 2030) at a global level for at least 15 years, with the perspective to establish permanent endowment funds for each landscape. For that purpose, the Legacy Landscapes Fund (“LLF”) was established as a charitable foundation under German law (“Hessisches Stiftungsrecht”) in December 2020 by BMZ/KfW. Recipients of the financing partnership are NGOs together with protected area administrations / local communities in partner countries eligible for Official Development Assistance, jointly securing the effective management of selected landscapes.
The overall goal of the LLF is to make a significant contribution to the conservation of global biological diversity through an innovative approach. Under the legal form of a foundation with public and private (philanthropic) funds, the LLF will gradually provide long-term to permanent core funding for particularly conservation-worthy areas in the partner countries of the Global South within selected “Legacy Landscapes”. The selected landscapes should be managed effectively and sustainably by professional partnerships based on secured long-term public-private core funding and respecting rights and needs of local communities. To ensure efficient and impact-oriented management of these sites, the LLF will foster professional partnerships with experienced non-governmental organizations (NGOs), protected area administrations and local communities.
In the first phase, the measures of the LLF are intended (a) to provide financing for up to 7 protected areas and their peripheral zones with an estimated total area of more than 16,000 km² for at least 15 years, (b) contribute to the formation of alliances between private and public institutions and (c) contribute to improved management of the selected landscapes. Depending on further leveraged private and public funding and LLF potential to build up a permanent endowment fund, it is intended to contribute to the long-term/permanent financing for up to 17 additional landscapes with an estimated total area of at least 34,000 km². By 2030, the objective is to build up a foundation portfolio of up to 30 globally significant protected areas and landscapes (total area of approx. 60,000 km²), the long-term financing of which is to be secured with the support of the LLF.
The direct target group of the project is the primarily rural population of the protected areas and landscapes, whose living conditions and livelihoods are mostly based on the ecosystems and their natural resources. The project's intermediaries are the protected area authorities responsible for the management of the protection and use zones as well as the international NGOs that have established partnerships with them. The LLF's contribution to the conservation of globally significant biodiversity and intact ecosystems, some of which are classified as UNESCO World Natural Heritage sites, ultimately benefits the World community.
In December 2020, the Executive Director for LLF has been selected, starting her services by April 2021, and the recruitment of a Deputy Director is in progress. The LLF is seeking a Programme Assistant to support the Executive and Deputy Director with administrative and operational tasks.
